Recep Tayyip Erdogan: Turkey's economy meets EU membership criteria

Since 2002, Turkey's growth strategy, fiscal discipline, and structural reforms have helped it become the world's 16th largest economy. Last year, Turkey's figures for growth, public borrowing, long-term debt, and unemployment were vastly better than Europe?s.

Mr. Erdogan says in this op-ed: 'All of [our positive economic] indicators point to the fact that Turkey would actually fulfill the Maastricht criteria for entry into the eurozone, unlike many present member states.'

Until recently Turkey was a country that had to borrow from the IMF. But positive developments over the last 10 years have led Turkey to become a country that now lends to the IMF instead.

Our ability to do this is a result of policies of fiscal discipline we have implemented since our own crisis in 2001. In the past, we had debts to the IMF of $20 billion. Now, that is down to $1.7 billion. Our central bank has reserves of $115 billion.

The crisis we have gone through was similar to what the EU is experiencing now. Many banks went bankrupt. People?s savings disappeared. Companies closed down. The Turkish economy shrank drastically.

That crisis was a very important lesson for us. Since 2002 our government has pursued a strategy of growth along with fiscal discipline ? which is why we?ve reach the level we are at today.

In order not to go through a crisis like 2001 once again, we have also carried out structural reforms ? ranging from timely and decisive banking reform to changes in health care and social services ? that not only strengthened the Turkish economy but also increased the confidence of the Turkish people in their government.

As a result, Turkey has climbed to the rank of the world?s 16th largest economy. Last year our economy grew at 8.5 percent ? one of the fastest rates in the world. By comparison, Europe only grew by 1.5 percent last year. Over the last nine months there was no growth at all in Europe taken as a whole, with GDP actually shrinking in some places.

In Europe in general, public borrowing in annual budgets has grown to 4.5 percent of GDP, while in Turkey it has fallen to 1.7 percent.

Overall, long-term debt in Europe amounted last year to 85 percent of GDP, while in Turkey it was only 37 percent.

Unemployment in Turkey is at 8.5 percent. Overall in Europe it was 10.5 percent as of August 2011.

All of these indicators point to the fact that Turkey would actually fulfill the Maastricht criteria for entry into the eurozone, unlike many present member states. [For example, the Maastricht Treaty stipulates that a country?s debt should not exceed 60 percent of GDP, and borrowing in annual budgets should not exceed 3 percent of GDP.]

The success and resilience of Turkey today is due to the structural reforms we have undertaken since 2002 and because we have stuck to a sensible fiscal and budgetary policy with the proper discipline.

Of course, none of this was easy. The austerity policies were very hard to implement.

In light of the current troubles in Europe, we learned one very important lesson as we implemented these tough reforms: The people need to be able to trust those who govern them and not feel that their interests are being betrayed. Without that trust, we would not have been able to make the very difficult readjustments in our social security system.

For all these reasons, Turkey today is strong and resilient. But there is more to be done to improve our performance and build proactively on this foundation.

We have just finalized our planning for the future and are taking the next steps. By 2023, we want Turkey to be one of the top 10 economic areas of the world. In the last 10 years we managed to increase the per capita income threefold. Over the next 15 years we want to increase per capita income from $10,500 to $25,000. That would require a growth rate of 5.2 percent over the next five years.

Recep Tayyip Erdogan is the prime minister of Turkey. His remarks are excerpted from a recent speech to the Berggruen Institute on Governance in Berlin.

(AP Photo/ Evan Vucci)

(AP) ? A moderate Republican senator, vital to any White House hopes of getting U.N. Ambassador Susan Rice confirmed as secretary of state, said Wednesday she couldn't back any nomination until more questions are answered about the deadly Sept. 11 attack in Libya and Rice's State Department role during the 1998 U.S. Embassy bombing in Kenya.

In a fresh suggestion of eroding GOP support for Rice, Sen. Susan Collins of Maine emerged from a 90-minute, closed-door meeting with the ambassador voicing new criticism of her initial account about Libya. Collins also questioned what Rice, the assistant secretary of state for African Affairs in the Clinton administration, knew about requests for enhanced embassy security before the Nairobi truck bombing.

Pressed on how she would vote if President Barack Obama names Rice to succeed Secretary of State Hillary Rodham Clinton, Collins said, "I would need to have additional information before I could support her nomination."

At the White House, Obama called Rice "extraordinary" and said he couldn't be prouder of the job she has done as U.N. ambassador. Cabinet members joined Obama in applauding Rice, who attended the meeting. Obama has not named a replacement for Clinton, who has said she intends to step down soon.

The misgivings from Collins, the top Republican on the Homeland Security Committee, came one day after three other GOP senators said they would try to block Rice's nomination. Sens. John McCain of Arizona, Lindsey Graham of South Carolina and Kelly Ayotte of New Hampshire said they were more troubled than ever by Rice's answers on Libya even though the ambassador conceded that her much-maligned first explanation was wrong.

In an unusual move, Rice and acting CIA Director Michael Morell have held two days of private meetings with Republican senators in hopes of assuaging their concerns. Privately, Senate Republicans said they had hoped the conversations would quiet the criticism as they want to avoid the spectacle of a postelection challenge to a female African-American nominee.

Instead, the sessions have cast further doubt on her chances for the top State Department job and increased the likelihood of a protracted fight if Obama does choose her. Although Democrats will have 55 votes in the next Congress, the president would need the support of five Republicans to avoid a filibuster of the nomination.

Collins said she was troubled by Rice's "political role" in downplaying the Libya attack as a spontaneous demonstration over an anti-Muslim video rather than a terrorist attack by al-Qaida affiliates in a series of Sunday talk show appearances on Sept. 16 ? five days after the attack and weeks before the election.

U.S. Ambassador Chris Stevens and three other Americans were killed in the raid on the U.S. diplomatic mission.

Rice has said she was relying on talking points provided by U.S. intelligence.

Introducing another issue certain to be fodder for any confirmation battle, Collins said she pressed Rice about security at the U.S. Embassy in Nairobi in 1998 when a truck bomb was set off outside the facility, killing more than 200 Kenyans and 12 Americans.

"What troubles me so much is the Benghazi attack in many ways echoes the attacks on those embassies in 1998 when Susan Rice was head of the African region for our State Department," Collins told reporters after the meeting. "In both cases, the ambassador begged for additional security."

Collins said Rice told her she was not involved directly in turning down the request for improved security. The Maine senator said that in light of Rice's position, she had to be aware of the general threats and U.S. Ambassador Prudence Bushnell's requests for security upgrades in Kenya.

Review boards headed by former Joint Chiefs of Staff chairman, Adm. William J. Crowe after the Aug. 7, 1998, bombings of the U.S. embassies in Kenya and Tanzania did not find reasonable cause that any U.S. employee breached his duty in connecting with the bombings. Rice was not blamed.

However, Crowe said the boards believed there was a "collective failure" by several administrations and Congress over a decade to invest adequately to shore up vulnerable U.S. diplomatic missions around the world.

Rice has emerged as the front-runner for the top job at State though Senate Foreign Relations Committee Chairman John Kerry, D-Mass., passed over for the job in 2008, is considered a strong alternative.

In a clear message to the White House, Collins said Kerry would have no problem winning Senate confirmation.

"I think John Kerry be an excellent appointment and would be easily confirmed by his colleagues," Collins said.

Sen. Bob Corker of Tennessee, who is in line to become the top Republican on the Foreign Relations Committee, was more circumspect about Rice's chances after his own meeting with the ambassador.

The GOP senator suggested that Obama "take a deep breath and nominate the person he really believes is the very best person for secretary of state, regardless of relationships."

Corker, who traveled to Libya in early October, was highly critical of the administration and the intelligence community, saying that "the whole issue of Benghazi has been a tawdry affair."

Democrats have rallied to defend Rice, casting the Republican criticism as political scapegoating.

"You know it's a shame to create a sideshow that seems, I think, very clearly to be very political out of something that really has no bearing on what happened in Benghazi," White House spokesman Jay Carney said Wednesday.

Rep. Adam Schiff, D-Calif., a member of the House Intelligence Committee, called the criticism a "transparent attempt" to deny Obama a potential Cabinet choice.

The issue remained at the forefront as the Senate, in debating a defense policy bill, approved an amendment by McCain that would lead to an increase of up to 1,000 Marine Corps personnel to provide security at U.S. diplomatic missions around the world.

Colorado Outfitter Receives Probation for Poaching Wildlife

According to Colorado Parks and Wildlife, an Ignacio outfitter will receive five years of supervised probation, with a number of conditions, for poaching wildlife. Here are the details.

* Parks and Wildlife reported that 66-year-old Robert C. Peck, the owner of Antler Meadows Outfitters in Ignacio, was convicted of wildlife law violations by Colorado's 6th Judicial District Court in Durango.

* Following an investigation led by Colorado Parks and Wildlife, with the assistance of the U.S. Fish and Wildlife Service, Iowa Department of Natural Resources and the Idaho Department of Fish and Game, Peck was initially charged with 14 counts. Those counts included six felonies that could have resulted in more than $600,000 in fines and 18 years in jail.

* Tips from the public "were important in this investigation," Colorado Parks and Wildlife reported.

* According to Bayfield district wildlife manager Cary Carron, Peck's actions "have had a major negative impact on buck deer populations in La Plata County for many years." Carron added that Peck "displayed a blatant disregard for wildlife and the people in this area. Poaching is basically stealing wildlife from the public."

* Peck accepted a plea deal in which he was convicted of seven misdemeanors, including three counts of hunting without a proper and valid license, three counts of illegal possession of wildlife and one count of illegal transfer of a license.

* A one-year prison term was suspended, but could be enforced if Peck violates any of the terms of his probation, according to Colorado Parks and Wildlife.

* In addition to the five years of supervised probation, Peck's plea deal also prohibits him from hunting anywhere in the United States. He is also prohibited from participating in any hunting-related activities, including guiding hunters, leasing land for hunting, brokering licenses or participating in any commercial hunting activities, Colorado Parks and Wildlife reported.

* In accordance with his probation conditions, Peck also cannot own or handle firearms or possess any body parts of any wildlife species.

* Peck has agreed to pay around $8,000 in fines for the wildlife violations and must make a $10,000 donation to Colorado Parks and Wildlife's Operation Game Thief program.

* Operation Game Thief is a nonprofit wildlife crimestoppers organization that relies on the public to report information about activities that violate the state's wildlife laws. Rewards are offered for information that leads to an arrest or a citation being issued.

* Since 1981, Colorado's Operation Game Thief has received more than 2,400 reports of poaching, resulting in more than 700 convictions. Nearly $130,000 in rewards have been paid to citizens making the reports.

* According to Colorado Parks and Wildlife, poachers are generally not killing animals to feed their families, but rather are killing for the thrill of it, to lash out against wildlife laws, or for profit.

Can a Canadian driver collect Michigan No-Fault benefits after a car ...

Auto insurance attorney explains No-Fault law options for Canadian drivers injured in Michigan

I?ve probably helped people from Windsor and other cities in Canada who?ve been injured in auto accidents in Michigan for nearly 20years. Canadians who come across the border to do their shopping at Somerset in Troy, or who are here on business and are injured in Michigan have an interesting option available to them that actually can make a huge difference in their legal case.

Canadians are justifiably proud of their health insurance system.? But if they are seriously injured in a car accident, they have an even better option. It often? makes sense for a Canadian driver who has been injured in Michigan in a car accident to opt to collect Michigan No-Fault benefits.? Michigan No-Fault has been described as the ?best auto insurance coverage in the country,? providing the nation?s ?best no-fault medical benefits of any state.??

It also is a tremendous help for the lawyer in helping Canadian accident victims recover a better legal settlement, because of the challenges of getting objective testing like MRIs and CT scans, or referrals to specialists under the Canadian system.? These referrals, and objective proof of injury, are required to bring a case for a Canadian injured in Michigan under Michigan?s auto accident threshold law.

Fortunately for an injured Canadian driver, the laws in both Michigan and, at least, Ontario, Canada, are on her side.

Under the following two scenarios, a Canadian driver who was injured in a Michigan car accident is entitled to collect Michigan No-Fault benefits:

  • The driver?s Canadian auto insurance company is ?certified? in Michigan.
  • The driver is covered by an Ontario auto insurance policy which allows her to ?elect? to collect Michigan No-Fault benefits.

Michigan?s No-Fault Law guarantees the following insurance benefits for seriously injured car accident victims:

  • Unlimited, lifetime medical benefits that are reasonably necessary to the victim?s care, recovery or rehabilitation;
  • Lost wages reimbursement;
  • Household services reimbursement;
  • Coverage for attendant care expenses; and
  • Home and/or vehicle modifications. (MCL 500.3107)

The advantages of the Michigan No-Fault Law for Canadian drivers

If there is a very serious automobile accident, the advantages of recovering attendant care alone (one of the medical benefits under the No Fault act) makes it worthwhile for an injured Canadian to opt to collect Michigan No-Fault.

Here?s the law:? Under Michigan?s No Fault law, a non-Michigan-resident driver who is injured in a car accident is not entitled to collect Michigan No-Fault benefits for her accident-related injuries.

However, there is a ?but.?? There is an exception to that rule for a non-Michigan-resident driver whose auto insurer ?has filed a certification in compliance with section 3163? of the Michigan No-Fault Law. (MCL 500.3113(c))

The ?certification? is a guarantee or promise by an auto insurer that, if its insured (who is a non-Michigan resident) is injured in a Michigan car accident, the auto insurer will pay benefits to its non-Michigan-resident insured in accordance with Michigan?s No Fault Law. (MCL 500.3163(1) and (2))

Here?s a link to the most recent ?No-Fault Certification List? from the Michigan Office of Financial and Insurance Regulation, which identifies the auto insurers, including Canadian auto insurance companies, who are ?certified? under Michigan?s No-Fault Law:

Ontario accident benefits regulation

Under Ontario?s accident benefits regulation, O. Reg. 403/96, s. 57, when a driver who is covered by an Ontario auto insurance policy is injured in a Michigan car accident, ?the person may elect? to collect Michigan No-Fault benefits rather than the benefits provided under her Ontario auto insurance policy.

Specifically, the Ontario regulation provides:

?If, as a result of an [auto] accident in ? the United States of America, a person ? incurs an expense ?, the insurer shall pay, as the person may elect ? benefits in the same amounts and subject to the same conditions as if the person was a resident of the jurisdiction in which the accident occurred and was entitled to payments under the law of that jurisdiction.? (O. Reg. 403/96, s. 57(1)(b))

Who pays for a Canadian driver?s benefits?

An injured Canadian driver?s? auto insurance company pays for the driver?s Michigan No-Fault benefits, under both of the scenarios described above.? This means that the vast majority of people coming into Michigan from Windsor and other cities in Canada on business or for shopping or sports are going to be covered.

The Michigan No Fault Law?s ?certification? rule provides that an injured non-Michigan-resident driver, i.e., an injured Canadian driver, has ?the right to receive [Michigan No Fault] benefits? from her ?certified,? Canadian auto insurer. (MCL 500.3163(3))

And, the Ontario accident benefits regulation provides that ?the insurer shall pay? for Michigan No-Fault benefits when an injured Ontario driver ?elects? to collect Michigan No Fault benefits after a Michigan car accident. (O. Reg. 403/96, s. 57(1))

112 people died when a garment factory caught fire in Bangladesh on Saturday. The workers had been making clothes for Wal-Mart, though the retail giant said it was unaware of the contract.

No casualty was reported in Monday's fire. On Monday Bangladeshis blocked the streets near Dhaka, throwing stones at factories and smashing vehicles, demanding justice for those killed in Saturday's fire.

Wal-Mart said the Tazreen Fashions Ltd. factory was no longer authorized to produce merchandise for Wal-Mart but that a supplier subcontracted work to it "in direct violation of our policies."

"Today, we have terminated the relationship with that supplier," America's biggest retailer said in its statement Monday. "The fact that this occurred is extremely troubling to us, and we will continue to work across the apparel industry to improve fire safety education and training in Bangladesh."

The blaze on Saturday was one of the deadliest fires at a garment factory in Bangladesh and highlighted how its garment factories often ignore safety in the rush to supply major retailers in the US and Europe. More than 300 people have died over the past six years in garment factory fires in the South Asian country.

Survivors of the weekend fire said an exit door was locked, fire extinguishers didn't work and apparently were there just to impress inspectors, and that when the fire alarm went off, bosses told workers to return to their sewing machines. Victims were trapped or jumped to their deaths from the eight-story building, which had no emergency exits.

On Monday, about 15,000 Bangladeshi workers protested blocks from the gutted building in the Dhaka suburb of Savar, demanding justice for the victims and improved safety. Some 200 factories were closed for the day after the protest erupted. Demonstrators blocked a major highway, threw stones at factories and smashed vehicles.

Labor leaders hope outrage over the latest disaster will prompt change. Tahmina Rahman, general secretary of the Bangladesh Garment Workers Federation, said government needs to do more to punish factories for safety lapses.

"The owners go unpunished and so they don't care about installing enough security facilities," she said. "The owners should be held responsible and sent to jail."

Wal-Mart did not say why it dropped the Tazreen factory. But in its 2012 Global Responsibility report, Wal-Mart said it stopped working with 49 factories in Bangladesh in 2011 because of fire safety issues. And online records appear to indicate the Tazreen factory was given a "high risk" safety rating after an inspection in May 2011 and a "medium risk" rating in August 2011.

For more than a day after the fire, Wal-Mart said it could not confirm whether it was still doing business with Tazreen, which was making T-shirts and polo shirts. The uncertainty illustrated how major retailers in the US and Europe rely on a highly complex chain of foreign manufacturers and middlemen to keep their shelves stocked.

house of vlotheid (freedom)

house style: dutch brick castle
location: east side of the island in a grassy feild wind a light breeze from the east.
element: Wind
Uniform Colors: Yellow,White
Air signs: Libra, Aquarius, Gemini
crest: Fairy

Airy people are quick and animated. They apply their energies in very diverse ways. They tend to intellectualize their feelings and expectations.
Those with in air tribe use their minds to make sense of their lives. With Air, there's more space between the life lived and the observing mind. This can lead air tribe members to appear detached, aloof, remote, cool. Sometimes they'll try to talk their way through feelings or analyze a situation instead of encountering it's full emotional weight.
The gift of Air is flexibility, and their ability to experience life through many prisms. They're often excellent communicators, storytellers, interpreters and journalists. They link people together socially, and often have a curiosity that keeps them out and about.

house of Loli, ho'olilo (change or tranforamtion)

house style: large Hawaiian beach house
location: west side of the island on a white sand beach with warm waters
element: Water
Uniform Colors: Blue, Purple
Water signs: Cancer, Scorpio, Pisces
crest: sea serpent

People with a strongly emphasized water element are feeling types and are very sensitive. Their imaginative and emotional lives are deep and rich.
Water elementals are attuned to waves of emotion, and often seem to have a built-in sonar for reading a mood. This gives them a special sensitivity in relationships, knowing when to show warmth and when to hold back. At their best, they are a healing force that brings people together -- at their worst, they are psychic vampires, able to manipulate and drain the life force of those closest to them.
Water element members are tuned into the many shades of meaning in relationships, and at times can absorb "vibes" from others. They have to work harder than other elements to maintain their personal boundaries.

house of loyalty

house style: brittish stone castle
location: most northern part of the island surounded by a thick forest
Element: Earth
uniform Colors: Green, brown
Earth signs: Capricorn, Taurus, Virgo

Earthy people react quietly and slowly. They apply themselves with endurance. Emotionally they are deeply rooted and slow to change.
It's common to hear someone described as "earthy." Such a person blends in with their natural habitat. They're sensual, meaning they engage with life through the five senses. It takes time to sense the dense physical world, and earth signs can operate at a slower, more thorough pace than the other elements.
They're oriented toward what's real, and often this makes them very productive, able to create tangible results. But if there are no balancing elements, earth's extremes could lead to being a work-a-holic, hoarding of possessions, pettiness, getting stuck in the mundane, stubbornness, etc.

Former Nokia exec Damian Dinning announces he's headed to Jaguar

The sudden departure of Nokia imaging head Damian Dinning caught many by surprise earlier today, but now he's announced where his next post will be: Jaguar Land Rover. In a statement posted at PureView Club, he explained that other than photography, cars are another lifelong passion and at Jaguar he'll be "driving future innovations in the exciting new field of Connected Car." His family also seems to have played a significant role, since while Nokia is concentrating many of its "strategic roles" in Finland, he desired to remain in the UK. He also sought to calm the nerves of fans of Nokia's camera tech, noting there was a team behind the division's success, not just one person.
